To generate a developer certificate run 'dotnet dev-certs https'. To trust the certificate (Windows and macOS only) run 'dotnet dev-certs https --trust'.

Solution:

1. Open certmgr.msc (Current User)

2. Delete all localhost certs at:

- Current User Trusted Root Certification Authorities/Certificates

- Personal/Certificates
